Must a network version of Prism be constantly running on the server?

Prism never actually runs on the server. Each user launches Prism as needed, and it actually runs on the user's computer. But it is loaded from a shared disk drive (usually a server, but it doesn't have to be) and deposits a few small files there to enforce the licenses.
