Is there a way to rearrange the order in which graphs and data tables appear in the Prism Navigator tree?

It's easy to reorder sheets within a section of the Navigator.

WIth Prism 5, simply drag and drop within the navigator. Or go to the gallery (array of thumbnails) and drag and drop to get the order you want. You may also use the method described below for Prism 4.

With Prism 4, click on any sheet, and from the Edit menu, select Reorder Sheets. This brings up a dialog box where you can move sheets up and down or to the bottom or top of the list.

With Prism 3, the Reorder Sheets function is part of the Tools menu.
